Most investors get this wrong.

Every Coachella Valley city plays by different rules. Cross the wrong city line and your investment property cannot operate as a short-term rental.

Most buyers don't find out until after they're in escrow — or worse, after they've closed. They relied on their agent's general knowledge, or a quick Google search, or assumed that because their neighbor rents on Airbnb, they can too.

The reality is more nuanced. City rules only tell half the story. Even in cities that allow STRs, individual HOA subdivisions can ban them outright. And in cities that ban STRs, certain HOA subdivisions have grandfathered rights that allow them. The difference between a smart investment and a risky one often comes down to the HOA CC&Rs — not just city regulations.

This guide maps both layers: every city's current STR status, and every HOA subdivision where STRs are permitted. It's the only resource in the Coachella Valley that does this in one place.

The 3-Gate Rule: How STR Approval Really Works in the Coachella Valley

The City

Does the city where the property is located allow short-term rentals? This is where most buyers stop their research — and it is not enough.

City rules are the starting point, not the finish line.

The HOA

Is the property in an HOA? If yes, HOA rules can override the city — in both directions.

  • The HOA can allow STRs in a city that bans them.
  • The HOA can ban STRs in a city that allows them.

Since CC&Rs are typically provided during escrow, it's important to verify short-term rental guidelines directly with the HOA before writing an offer.

The Operating Rules

Every city that permits STRs has its own operational rules that go beyond simple approval. These rules vary by city, change frequently, and are not covered in this guide.

Examples include but are not limited to: neighborhood density caps, minimum stay requirements, entity name restrictions, and limits on number of permits per owner.

Verify all operating requirements directly with the city planning department before submitting any offer.

Approval is only the beginning.

All three gates must be open before you buy. City approval, HOA approval, and operating rules — missing any one of them can cost you everything, regardless of what you were told at purchase.

This guide identifies which Coachella Valley cities permit short-term rentals and which HOA subdivisions allow them. It does not cover operational rules, permit conditions, or city-specific regulations governing how an STR may be operated.

Every city that permits STRs has its own rules for operations — including but not limited to permit caps, ownership requirements, business license restrictions, noise ordinances, occupancy limits, minimum stay requirements, and HOA-specific conditions. These rules change frequently and vary significantly by city.

Before purchasing any property with the intent to operate as a short-term rental, buyers should review the city's current STR ordinance in full, contact the city planning department directly, review the HOA CC&Rs for the specific unit, and consult with a licensed real estate attorney familiar with Coachella Valley STR regulations.
